Google trying to speed up the web is a good thing, anyone trying to speed up the web is a good thing. When it goes bad is when they are taking the speed of a page loading into factors that rank the SERP pages. It will give even more advantage to the bigger players taking away the level playing field that the web gives to the little guy but in addition some countries simply have a slower infrastructure than others.
